Why won't my Penumbra:Black Plague download on Steam?

I use a mac, and Penumbra:Overture works perfectly fine. Every time I attempt to download Black Plague, I'm hit with a message saying "The Steam servers are too busy to handle your request. please try again in a few minutes." It has been doing this for AGES. Please help.
