Should white-collar criminals be put in jail?

No because most white collar crime is based on the amount of stolen money. A shoplifter for example should not be put in with murders if they steal expensive jewelry. Plus it would be excessive/cruel and unusual punishment since those prisons are maximum security. They would have to chain them up like a killer.
